The National Transportation Safety Board (NTSB) has published an investigation report into an incident where a cargo vessel ran aground following an anchor chain failure. The incident On 4 October 2023, about 0328 local time, the cargo vessel Bonnie G ran aground in the Caribbean Sea, less than 1 mile south of Cyril E. King Airport on St. Thomas, US Virgin Islands, while maneuvering following an anchor chain failure in heavy weather. The twelve persons on board abandoned the vessel and were rescued by a US Coast Guard small boat. The Bonnie G remained hard aground for several weeks until salvors could successfully refloat it and tow it to a dock. There were no injuries, and no pollution was reported. The Bangladesh Coast Guard has seized a Panama-flagged commercial vessel and a Bangladeshi ship for the exchange of fuel and evading customs duties at the outer anchorage of Kutubdia, Cox’s Bazar. Sam Chambers Following exhaustive research showing how jobs onboard are still too 24/7, the United Nations’ International Labour Organization (ILO) will look to tighten up the language surrounding work/rest regulations at sea at a Special Tripartite Committee of the Maritime Labour Convention (MLC), scheduled to be held in Geneva in April. The ILO’s focus on work/rest hours follows on from a 64-page report from another UN institution, the World Maritime University, which carried out a survey in 2022, receiving more than 9,000 responses from seafarers around the world. The survey found that seafarers report, on average, working for 11.5 hours, resting for 10.8 hours, and sleeping for 7.0 hours daily. Notably, 28.1% of seafarers acknowledge resting less than 10 hours, thus violating rest hours standards.
