The daring March 17 rescue of crew members off the bulk carrier MV Ruen from pirates off Somalia’s coast represents new, enterprising, and aggressive action on the part of India’s naval officials as well as clockwork precision on the part of the country’s Marine Commandos, known as MARCOS. The operation involved a destroyer, a patrol ship, naval and reconnaissance drones, a P-8 surveillance jet, and an Indian Air Force C-17 transport aircraft, which flew more than 2,400 km. to airdrop the commandos.

Somali pirates hijacked the Sierra Leone-flagged MV Ruen in December and confined 17 of the crew, including several Bulgarians, the first successful capture of a vessel off the Somalian coast since 2017 when international coordination between nations in anti-piracy operations put a stop to their depredations. However, piracy has again become a problem, due to the twin threats from Somali pirates and Houthi rebels as the US and other nations redirect their attention to the Red Sea. According to a report by the Indian Navy, incidents of piracy and armed robbery in the Indian Ocean Region jumped by 20 percent in 2023, with 194 recorded incidents against 161 in 2022.

The 36 pirates, who surrendered without resistance, have now been brought to India and are to be tried under the Maritime Anti-Piracy Act 2022. This isn’t the first successful naval operation recently involving India. In January, India’s MARCOS rescued a Liberia-flagged vessel with 15 Indian crew members enroute to Bahrain. Subsequently, the INS Sumitra, the Indian Navy’s indigenous Offshore Patrol Vessel, also rescued two hijacked vessels from the coast of Somalia in late January. In the first rescue, it rescued the crew from pirates who had captured an Iranian-flagged vessel. Soon thereafter, the INS Sumitra was in the thick of action again and rescued another Iranian-flagged vessel, with 19 Pakistani crew aboard.

Why Is This Important For India‘s Navy?

Although the Indian Navy has a rich experience in anti-piracy missions, very early on in his first term, Prime Minister Narendra Modi underlined the SAGAR doctrine which means “Security and Growth for All in the Neighbourhood,” signaling an expansion of the fleet. India’s physical presence in the region is increasing, and just in time as China has blue water intentions in the South Pacific and is clearly eating into India’s influence in Indian Ocean principalities including Sri Lanka and Maldives, where Beijing under the new government in Malé is replacing Delhi as the country’s main security partner. New Delhi has commissioned a new naval base, INS Jatayu, in its Lakshadweep island chain, which is very close to the Maldives. This assumes significance in light of the tensions in India-Maldives ties after a new President has taken over in Maldives and demanded that Indian military personnel leave.

In addition, the Andaman and Nicobar Islands play a very important role for India as they lie at the opening of the Strait of Malacca, which are a choke point for China. The Indian Navy has a tri-service command in the strategically-located Andaman and Nicobar chain of islands. In the past too, it has had a critical role in India’s defense, especially during the time of the India-Pakistan war of 1971, which led to the creation of Bangladesh. Plans for a massive development on one of the chain’s island has raised a furious international outcry over the threat to the environment and to indigenous peoples who remain untouched by civilization, as Asia Sentinel reported on February 16.

The Navy has also been at the forefront of rescue efforts, as when it came to the rescue of civilians during Yemen evacuations in 2015. It has also been participating and organizing multilateral naval exercises like the MILAN naval exercises and conducts a wide variety of naval exercises with countries like the US, France, Japan, Singapore, and Thailand. It played an important role in the aftermath of the Boxing Day tsunami of 2004 when it provided help to citizens of neighboring countries. Meanwhile, the INS Vikrant — India’s first indigenously built carrier, with a displacement of around 43,000 tonnes, entered into service in 2022.

Diplomatic tightrope

However, New Delhi seems to be walking a diplomatic tightrope. The Houthi rebels who are behind many of the attacks in the Red Sea and the Gulf of Aden are backed by Iran. India has had good ties with Iran especially because of its involvement in the infrastructure sector where it is part of the Chabahar Port project in southern Iran, which is partly intended to provide an alternative for trade between India and Afghanistan, and the International North-South Transportation Corridor, a 7,200-km multi-mode network of ship, rail, and road routes for moving freight between India, Iran, Azerbaijan, Russia, Central Asia, and Europe. It is noteworthy nonetheless that the Houthis have not targeted any Indian-flagged vessel or ones heading to Indian ports, but things could go haywire if any Indian assets, either civilian or military, are attacked, even if by mistake. On the other hand, New Delhi has not joined the US-UK led military mission against the Houthis.

What Lies Ahead

The Indian Navy in a statement noted that “over 110 lives have been saved (including 45 Indian seafarers), 1.5 million tonnes of critical commodities escorted such as fertilizers, crude oil and finished products), nearly 1,000 boarding operations undertaken, more than 3000 kg of narcotics seized in the recent months.”. The recent spike in piracy attacks has already seen insurance rates rise sharply. Many ships now prefer to go around the Cape of Good Hope instead of via the Red Sea. If not checked, this has the potential to not only harm the Indian economy, but the rest of the region as well. A security vacuum has emerged with US and British ships focused on the threat from the Houthi rebels, allowing pirates to increase their activity after a long break. The Indian Navy has done well to fill in this vacuum. As India’s External Affairs Minister(or Foreign Minister) Dr Jaishankar recently put it “we will not be considered a responsible country if bad things are happening around our neighborhood and we say I have got nothing to do with this. When you are in trouble, the neighborhood will say the same”.
