For more than three decades, the International Maritime Organization (IMO) has required mariners and regulators to implement the Global Maritime Distress and Safety System (GMDSS) as the mandated framework for ship-to-shore and ship-to-ship emergency communications on Safety of Life at Sea (SOLAS) vessels, highlights Wouter Deknopper, VP & GM Maritime Line of Business, Iridium. The longevity of this protocol has necessitated periodic updates and amendments to keep GMDSS current. The most recent changes took effect in January 2024 and are the result of more than a decade of analysis and planning to modernize emergency communications for ships at sea. These amendments represent a seismic change in maritime safety, as new options for low Earth orbit (LEO) satellite technology shatter the previous monopoly of geostationary (GEO) satellites for GMDSS communications. The issue of authorisationsTransport by exceptional vehicles or in exceptional conditions is regulated by article 10 of the Italian Highway Code (“Codice della Strada” or “CdS”) and articles 9-20 of Presidential Decree No. 495/1992, known as the Regulation for the Execution and Implementation of the Code. Over time, the provisions have undergone several amendments, making the Ministry of Infrastructures and Sustainable Mobilities’ intervention necessary for the adoption of directives and circulars clarifying and refining the regulatory framework. Article 10, paragraph 6, of the CdS states that exceptional vehicles and transports must obtain an authorisation from the owner of the road or the concessionaire of the highway, indicating the routes to be followed. Shipping might be a multi-trillion dollar industry and the backbone of world trade, but it is infinitesimally small in the minds of investors.  New research from US-based Cavalier Shipping shows that less than 79 US cents out of every $1,000 invested in the US stock market goes to shipping and offshore companies. Shipping companies represent a mere 0.079% of the Russell 3,000 Index, which tracks the 3,000 largest US-listed companies and covers approximately 98% of the investable US equity market, according to Cavalier research with not one shipping company represented in the S&P 500, the most commonly referenced index of the largest US companies. “Shipping needs investors, but it seems investors do not need shipping,” commented James Lightbourn, who heads up Cavalier, a ship finance firm. Three years after bulk carrier MV Wakashio ran aground on a coral reef off Mauritius, spilling 1000 tons of a new type of marine fuel oil, Curtin University-led research has confirmed the oil is still present in an environmentally sensitive mangrove forest close to Ramsar conservation sites. On November 23, bulk carrier Kiran America became disabled on the Bosphorus Strait according to reports. The 190 meter long, 56569 dwt bulk carrier Kiran America became disabled on the Bosphorus Strait off Kanlıca, Turkey. As reported, the vessel lost control and drifted towards the shore, but it came to a stop a few meters before the shore and found itself aground. The crew managed to maneuver the vessel and prevented it from getting stranded. Furthermore, per the reports, there are conflicting accounts on whether it was a rudder failure or strong winds that caused the vessel incident. There are no reports of injuries, damage or pollution released as of now. A large cargo ship remains stuck in the St. Lawrence River after running aground on Saturday afternoon. The Tim S. Dool, a 225-metre-long lake freighter, became stranded in U.S. waters just east of Morrisburg, Ont. at approximately 12:30 p.m. The St. Lawrence Seaway Management Corporation says there were no injuries. There is no reported pollution into the river and the ship is not taking on any water. The ship is currently stable and remains outside the navigation channel, the corporation said in a statement. “Work is underway to finalize a salvage plan. An update will follow, once the salvage plan is known,” the corporation said. In an era where naval diplomacy shapes international relations, the Indian Navy is playing a key role by extending its expertise in ship maintenance to neighbouring countries.  The maintenance and repair of Maldivian Coast Guard (MCGS) CGS Huravee and Mauritius Coast Guard vessel, MCGS Valiant is being undertaken at the request of their respective governments by the Indian Navy. These refits are conducted at no cost to the host countries, which shows India’s commitment to regional security cooperation. Originally commissioned by India in 2016, Maldivian Coast Guard (MCGS) CGS Huravee was ceremonially handed over to the Maldives in 2023. Since 18 November, customs authorities in Chattogram have been destroying 5 lakh kg of decayed fruits and spices at the city corporation’s garbage dumping yard. These goods, valued at approximately Tk12 crore—including Tk4 crore for imports, customs duties, and other expenses—were imported by 11 businessmen and stored in 21 containers at Chattogram Port since 2023. However, the importers never took delivery of the goods, and customs officials were unable to auction them in a timely manner. Low auction prices further discouraged sales. This delay in auctioning goods has led to an increasing backlog of auctionable containers at the port. As of 20 November, there were 9,786 TEUs (twenty-foot equivalent units) of auction-eligible containers in the port yard, making up 32% of the total 30,841 TEUs of imported containers.
