Dear BMA Alumni;

I wanted to update you all about Captain Mahbubur Rahman’s situation in a police detention cell in Venezuela.

The vessel is still lying at the Boca Grande anchorage in Venezuela. Captain Mahbubur Rahman is still detained in the police detention cell. Officials of the Scientific, Penal, and Criminal Investigations Corps, Tucupita Sub-Delegation, Delta Amacuro State of the Bolivarian Republic of Venezuela, began interning him on January 30, 2025, for events that occurred on January 29, 2025, at 1:26 PM, in the area known as Boca de Serpiente, located in national waters belonging to Venezuela.

While conducting an underwater anti-drug inspection of the vessel without authorization yet by the company “Marítimos Oriente Sur, C.A..” During the said inspection, unfortunately, two divers from the company were victims of an incident in which citizen Eudy Enrique Rodríguez Salazar died, and citizen Alexander Jesús Pérez González was seriously injured.

Regarding help from our government, I wrote to MOFA and the Bangladesh Embassy in Brazil the following:

So far, he had three hearings held on February 3, 4, and 5, 2025. given the seriousness of the irregularities and violations of fundamental rights, Captain Mahbubur Rahman requires your urgent intervention to guarantee compliance with consular notification. Demand that the Venezuelan authorities immediately comply with the obligation to notify his detention to the Consulate of his Country regarding the current situation in Venezuela. He needs to be ensured of an adequate legal defense.

I suggest the Bangladesh government send an experienced counsel to Venezuela to ensure Captain Rahman’s adequate representation. Urgent intervention is necessary from our government to help in the defense of a Bangladeshi ship’s master strangled in a foreign land.
