The Manager of Program Operations / Port Captain is an integral member of the shore-based management team responsible for operating the School of Oceanography’s two research vessels – the US Navy owned Global-Class R/V Thomas G. Thompson and UW owned Coastal-Class R/V Rachel Carson. These vessels are an important component of the US Academic Research Fleet – operated through the UNOLS (University National Oceanographic Laboratory System) framework – and their operation is critical to seagoing research and educational programs within the University of Washington. The Manager of Program Operations / Port Captain supervises the Research Cruise Coordinator and is the shoreside supervisor for all shipboard positions. This position manages operations for a total of 22 positions on R/V Thomas G. Thompson and up to 5 positions on R/V Rachel Carson throughout the year. The positions are filled with a mix of permanent and nonpermanent (relief) crew members who total approximately 75 at any given time. The position reports to the Manager of Marine Operations. DUTIES AND RESPONSIBILITIES Port Logistics – 25% • Identify and work with ship agents in ports • Hire shore-based assets such as cranes and forklifts • Manage shipping needs with crew and scientists • Coordinate crew and scientist arrival and departures • Ensure port utilities and supplies are arranged (garbage, potable water, sewage, fuel, ships stores, etc) • Hire necessary vendors/contractors • Create and manage the in-port schedule Crewing – 25% • Serve as shoreside administrative supervisor for crew – both permanent and temporary positions (up to 75 positions at any given time); approve time and absence, overtime, compensatory time, etc. • Ensure both vessels are properly crewed • Maintain crew schedules / identify crew change dates • Maintain crew documents and ensure crew have proper training • Recruit / hire new crew and initiate onboarding • Plan and coordinate promotions / staffing permanent positions • Manage the USCG drug testing program and ensure compliance • Plan and organize crew arrivals and departures to include entry requirements for foreign countries • Create policy with the crew and for the crew in accordance with UW policies and procedures; update as rules, regulations and systems change • Address low to mid-level HR issues Cruise Planning – 20% • Work with scientists to plan their assigned cruise. Responsible for leading all in port logistics for the mobilization and demobilization of major at sea scientific expeditions. This includes coordinating the science mission needs for science parties of up to 35 scientists and technicians from various universities around the world. And coordinate the logistics and support for the arriving and departing science groups, up to 70 personnel every month. • Ensure the ship is capable of conducting the planned work and coordinate with crew to setup the deck(s) appropriately • Collect equipment information to ensure proper ship and shore support for mobilization and demobilization • Assist science party with transportation, port entry, etc. Regulatory – 15% • Ensure all ship documents are valid and updated • Manage and maintain vessels’ Safety Management System (SMS) which include the requirements of the International Safety Management (ISM) Code, Shipboard Oil Pollution Emergency Plan (SOPEP), and the Drug & Alcohol Testing Program. • Coordinate inspections with the USCG; assist with ABS annual surveys (Port Engineer has the lead). • Conduct internal ABS office and ship audits as well as coordinate ABS external office and ship audits • Schedule meetings for and oversee the Marine Operations Safety Committee • Manage bridge equipment inspections • Ensure all inspection findings are addressed and closed • Request waivers and extensions as needed • Serves as Alternate Designated Person Ashore (DPA) Other duties – 15% • Coach / mentor Oceanographic Research Cruise Coordinator • Financial management: Make purchases as a procurement card holder; reconcile transactions; review and approve port costs for payment • Propose and track the annual crew training budget • In coordination with the Manager of Marine Operations, support and participate in appropriate UNOLS committees and/or activities (RVOC, Safety Committee, etc) • Oversee monthly maintenance reports |
Requirements
MINIMUM REQUIREMENTS
A bachelor’s degree in Science, Engineering, Management, Maritime Transportation or any related field) and a minimum of five years of vessel management; operations and scheduling; personnel administration. Familiarity with the various requirements of cognizant regulatory bodies (USCG, ABS) concerned with research vessel operation.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
DESIRED QUALIFICATIONS
• Five years experience leading or supporting complex oceanographic operations over a wide geographic range.
• Fiscal management experience.
• U.S. Coast Guard license as Master (any tonnage).

Description
This is a sea-going ship’s crew position, and will be assigned to R/V KILO MOANA, a 186” SWATH (twin-hull) research vessel operated by the University of Hawai‘i Marine Center (UHMC). The Master and other vessel crew work on a rotational schedule (e.g., three (3) months on, three (3) months off), based on operational needs of the program. Variations in rotational schedule may be required and/or approved at the discretion of the UHMC Marine Operations Superintendent. Supervises the daily work of up to nineteen (19) licensed and unlicensed vessel crew. The ship’s Master is in overall command of all personnel (crew and scientist) and operations aboard the vessel. The Master is responsible for managing the safety, seaworthiness, security, regulatory/class items, and readiness/effectiveness of the research vessel. Performs under long-range administrative delegation, reporting directly to the Marine Operations Superintendent at UHMC.

Must be a U.S. Citizen or Permanent Resident. Must possess a current MMC and required STCW documentation of training and validity for licenses described below. Must hold a valid Master’s license with oceans/unlimited tonnage on current license, and MMC required for consideration of assignment to the following vessel:

BASIC FUNCTION:
The Director of Engineering is responsible for planning, and executing daily engineering projects, project planning, supervising activity of other mechanics, shipwrights, and boat cleaners’ parts and contractor procurement, operation, upkeep and repair of all vessels and shore side facilities, to a state of readiness at all times.
DUTIES AND RESPONSIBILITIES:
- Oversee and maintain systems including engine machinery spaces, deck, following preventive maintenance program on daily, weekly and monthly basis with the support of the Management
- Coordinate resources for flawless execution of projects on time and within budget
- Oversees the operation of the computerized vessel maintenance system
- Schedule Engineering staff for maximum efficiency
- Maintain up to date logs and maintenance program for all equipment and inventory.
- Oversee Interior / Exterior cleaning and upkeep of vessels to a top-quality standard.
- Diesel maintenance OEM (original equipment manufacturer)/ oil changes /injectors /fuel pumps/transmissions/ assist in engine change outs
- Maintain tools, filters, and replacement parts.
- Required to follow the company safety and pollution prevention policies and procedures
- Prepare the vessels for all USCG annual inspections and dry docks
- Participate in shore side training as required by the company
- Direct maintenance on-shore side facilities including docks, building, and grounds
- Familiar with all company policies, procedures, and Emergency Response Activities.
- Strong knowledge of diesel propulsion and electricity generation systems, and support systems such as fuel, air compressors, pumps, hydraulics, plumbing, refrigeration, heating, and air conditioning

The Chief Mate performs duties such as managing vessel operations and safety, directing logistics for upcoming science expeditions, managing shipboard personnel and administration, overseeing voyage planning, vessel maintenance, and conducting drills and inspects to ensure crew preparedness. The Chief Mate also stands a navigation watch.
Travel expensed are covered by us. The science work conducted aboard Kilo Moana is world class and exciting at times not to mention the stewards department puts out great meals.

With a legacy spanning over 30 years, MSRC stands at the forefront of the oil spill response industry. We are currently seeking a Mate to fill our vessel’s role of second-in-command. As such will be responsible for deck operations, equipment maintenance, and safety measures according to regulatory and company regulations. The Mate will work as part of a close knit team, as well as independently, to accomplish a range of maritime functions as they support MSRC’s mission.

Responsibilities:
- Candidates will need to live local to the Galveston,TX. area and be able to report back to the vessel within 2 hours to comply with MSRC’s emergency response mission
