MASTER
Reports To: Directly responsible to the Operations Manager or Manager, HSSE for any action or incident, aboard his vessel or any vessel(s).
Interfaces With: Dispatch Operations / Operations Manager or Manager, HSSE
Job Statement:
Enclosed is language from the United States Supreme Court decision in Southern Steamship Co. v NLRB, 316 U.S. 31 (1942). This case establishes the premise that the Master and his Relief Master possess the ultimate authority on their vessel. A Relief Master may be a Mate, who spending a regular and substantial time in substitution for the absent Master, is defined by at a minimum of fifteen percent (15%) of his/her sailing season.
In addition to his overall responsibility to the vessel, and its cargo, the Tug Master or his relief are responsible for using independent judgment to see that specific duties are performed aboard his vessel in compliance with regulatory requirements and Andrie LLC. policies and practices.
Essential Functions:
- Ensure all precautions are taken which may be required by the ordinary practice of seamen or by the special circumstances of the case.
- Pre-approve all barge load and discharge plans, ensure they are in compliance with approved loading procedures, stability requirements, structural limitations and all applicable regulations.
- Provide training to all members of the deck department as needed.
- Provide constructive annual evaluations of vessel crew members.
- Maintain daily and timely communications with designated Andrie LLC. personnel, as well as with customers, vendors, etc. as required.
- Responsible for the timely and accurate completion of all required logs, reports, payroll, purchase requisitions, etc.
- Operate the vessels under his command in compliance with the Andrie LLC. Procedures Manual.
- Monitor the renewal dates of all vessel documents. Serve as the Company Representative during vessel inspections.
- Responsible for managing various vessel costs, as directed, within budget.
- Project and maintain a proper Company image and promote professionalism and teamwork among his crew.
- Responsible for the safe navigation and operation of the vessels(s) under his command.
Requirements
Job Specifications:
- Possess, at a minimum, a current U.S. Coast Guard License as Master of Motor and Steam Vessels of not more than 1600 gross tons.
- Possess a current M.M.C., including an A.B. endorsement.
- Possess the current knowledge, skills and abilities necessary to successfully manage and operate the vessel(s) and crew, using independent judgment, under his command.
Other:
- The safety of the towing vessel is the responsibility of the Master and includes:
- Adherence to the provisions of the Certificate of Inspection (COI).
- Compliance with applicable regulations;
- Compliance with the Safety Management System applicable to the vessel;
- Review the Safety Management System applicable to the vessel and report nonconformities to shore based management;
- Supervision of all persons onboard in carrying out their assigned duties.2.
2. The authority of the Master includes:
- If the Master believes it is unsafe for the vessel to proceed, that an operation endangers the vessel, crew or the environment, or that an unsafe condition exists, the Master must ensure that adequate corrective action is taken and must not proceed until it is safe to do so.
- Nothing in the Safety Management System applicable to the vessel shall be misinterpreted in a manner that limits the Master or Mate (Pilot) of their own responsibility to take such steps as he / she deems necessary and prudent to assist vessel in distress or for other emergency conditions.
- The Master has the ability to request the company’s help when necessary.
