The attached paper/submission is from the Secretariat of IMO/HTW2 session for February Sub-committee meeting.

 

I have been observing that there has been steady rise in the use of fraudulent certificates by Bangladeshi Officers. This is another factor that has an ill effect on employment and act as deterrent. It will play into the hands of critics and other nations vying for higher employment.

 

This area needs to be addressed & looking into and; every attempt must be made to stop this happening. I hope Forum will be able to put this in their future Agenda.

Assalaamu Alaikum,

You have identified one of the vital reasons of lack of employment of Bangladeshi seafarers. After the visa issue the next important one is the fake documentation both in CDC and CoC.  Even visa matter is resolved it will be again imposed for fake documentation.

 

Yesterday after an IMarEST seminar this matter was discussed and next agenda of Maritime Forum is going to be the solving of fake documentation matter of Bangladeshi seafarers.

Respected senior sir & fellow mariners, Good day. \

At first I like to give thanks to our respected Zillur sir & Baten sir to talk with us regarding our problems. Fake CDC & COC is like a cancer in our profession. We can’t get a permanent solution, without solving this issue. Again & again it will destroy other solutions like Visa issue as well as the fame of our country.

As we (junior officers) are at the very beginning of our profession, regarding any matter we are like child in front our senior sir’s experience. So we only raised our voice & highlighted our problems. I would like to request all our respected seniors from any corners to help us to solve those problems. As we have our seniors in every stages of our Govt. office like DG shipping, Shipping Office, so we hope they can give us effective advice regarding this.

  1.     * Implementation of SID check post in airports could be an effective one, but it should be mandatory (not NOC).
  2.      *Online verification of CDC , Voyage data & COC should be implemented & 100 % updated.
  3.      *Meantime digital CDC & COC implementation should be in progress.

This all already discussed before, I would like to add one more thing.

As association of manning agencies are included in BD marine forum, we can talk with them. At least to keep the name of our motherland they should take some action about this. Also the concern authority should supervise & investigate this Fake CDC & COC issue. Brokers & agencies related to this issue should get an exemplary punishment & license should be ceased permanently. Seafarers engaged with this, should get exemplary punishment & all certificates should be ceased.

We know that corruption is a common word in Bangladeshi life. But I believe; only our united effort can give a solution.

Dear Baten Bhai,

 

AWRB. May I suggest to introduce Seaman ID card, like VISA credit card, which is printed with photographs n computer readable chips. I know the person who is currently supplying to international banks.

 

It’s touch scannable, which will contain personal data. It will be more secure and as good as Australian Maritime Security Identification Card (MSIC), as you may know, every single person including seafarers working in Australian water fronts require to have it with maximum validity of 4 years.

 

For our seaman, it might be costly, therefore, VISA type card will be more appropriate and cost effective.

Yesterday we have discussed this burning issue of fake CDC & CoC, in which few of our fellow Junior Mariners (45th, 46th, 47th & 48th Batch) were also present with us. I was present with Zillur Sir along with Sarwar (19th) & Masud (21st).
It is prudent for all of us to address both the issues (VISA issues & Fake Documentation issues) urgent basis for the betterment of our entire Marine Community.

I think this is a new problem (May be 2/3 years old). This has to be stopped with any cost. I have heard In Agrabad area some miscreants are making  this fake documents and our people(Mariner) are using  those. It will not be difficult to catch them but putting them behind the bar, Govt. concern  authority should come forward.
